Supervisory Social Worker

This position requires a thorough understanding of administrative and supervisory practices and principles, VHA, Medical Center policies, processes and procedures, an understanding of Social Work theory and practice, principles of program development and implementation, and the missions and goals of VHA Headquarters, VA South East Network VISN 7, the Medical Center, and Mental Health Service. This position requires a strong commitment to and understanding of the concepts of primary care, continuity of care, interdisciplinary team functioning and comprehensive health care. Also essential is commitment to the education of other disciplines, the Profession of Social Work, and the National Association of Social Workers Code of Ethics. Knowledge and understanding of the aging process and differences in working with patients in all age ranges, including geriatrics, is required. Incumbent ensures that all social workers within their respective areas meet all standards, performance measures associated with their specific program. Services provided within these programs/clinics/wards include:
psychosocial assessment, planning and referral; psychosocial case management; discharge planning coordination; health care coordination; individual, family and group counseling; patient and family education; VA benefits counseling and application for benefits; outreach to underserved veteran populations; identification of and services to homeless veterans; Social & Industrial Surveys; assistance in applying for Social Security and State Department of Human Services benefits; assistance with legal problems; community referrals; staff and student training; data management; electronic documentation; and budgeting and control point management. The incumbent has professional management and administrative responsibilities that are broad and complex in scope. Decisions are made exercising wide latitude and independent judgment. He/she has line and staff authority for resource allocations within his/her area of responsibility. The incumbent will ensure adequate Social Work coverage in all program areas under his/her responsibility, planning assignments and coverage systems based on program needs, workload and staff capability. The incumbent will directly supervise the practice of social work staff assigned to him/her within the Mental Health service line, including orientation and close monitoring of new and less experienced staff. Incumbent may also administratively supervise other staff as assigned. The incumbent must aid the professional development of social work staff within the Mental Health service line, identifying training needs and making provision for continuing education, training and development. The incumbent monitors competency of social work staff and tracks renewal of State licensure and continuing education hours. The incumbent assists staff in developing performance and professional goals and professional development plans. He/she develops performance standards for staff, solicits feedback from staff and from interdisciplinary team members on performance of each of his/her social work staff, regularly reviews performance as compared with standards, and recommends annual performance appraisal ratings for social workers within the Mental Health service line. The incumbent also recommends clinical privileges, promotions, reassignments and disciplinary action, as appropriate. The incumbent participates in interviews for vacancies and recommends selection of staff to fill social work vacancies, considering competency, skills, past performance and EEO plans. The incumbent is responsible for developing and maintaining strong working relationships with relevant line and supervisory staff in other Services/programs within the Medical Center. Additionally, the incumbent is responsible for identifying external and internal Social Work customers of staff in the service line, identifying their needs in terms of service provision, and measuring their satisfaction. The incumbent is a licensed, clinically privileged social worker and member of the Medical Staff who practices at the advanced level. He/she provides direct patient care as needed and assigned within the Mental Health service line including, but not necessarily limited to social work assessment, and a full range of clinical intervention, consultation, individual/group, couple and family psychotherapy. The incumbent delivers a range of specialized interventions to Veterans and provides consultation to colleagues, renders professional opinions based on experience and expertise, develops new models of psychosocial assessment or intervention, and incorporates complex multiple causation in differential diagnosis and treatment. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure:

Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). The check will bounce and the victim is left responsible.
