Social Worker Program Coordinator - Intimate Partner Violence Assistance Program (IPVAP)

The IPVAP Coordinator provides clinical evidence-based services including assessments and interventions; program development; Veteran, family, caregiver, and staff education; community outreach; resource development; program evaluation; continuous quality improvement activities; and consultation. The incumbent develops effective partnerships with local, state, and federal agencies as well as non governmental organizations. The incumbent is responsible for clinical and administrative programming and operations; developing policies and procedures for program operation; preparing reports and statistics for facility, VISN, and national use. The incumbent is responsible for the program's budget and funding sources. The incumbent manages the use of program data for oversight and evaluation. The incumbent establishes partnerships with facility departments, programs, committees, and workgroups such as the Workplace Violence Prevention Committee, Employee Assistance Program, and Employee Health regarding services for employees who may experience and/or use violence. The incumbent administers information and analytical systems to evaluate and enhance the quality of services provided to Veterans, families, caregivers, and VA employees impacted by intimate partner violence. The incumbent develops and implements information systems to track service activities including visits, referrals, demographics, and outcomes. The Incumbent develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent participates in direct Veteran, family, caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and appropriate interventions. The incumbent advises and collaborates with interdisciplinary teams throughout the medical center on matters of intimate partner violence; creates educational tools, develops programs, and implements training focused on specific IPV needs and issues; provides education and in-service training to employees, Veterans, families, caregivers, and community partners; provides ongoing consultation and support to colleagues regarding IPV assistance; develops and facilitates support groups (face-to-face or video-teleconference) and educational programs; and distributes educational materials provided by VA, local, state, and national domestic violence and intimate partner violence organizations. The incumbent conducts Veteran, family, caregiver, and VA employee interventions to facilitate the identification of intimate partner violence, psychiatric illness, emotional distress, and social needs. Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with clients. The incumbent provides referrals to VA medical and mental health programs and other VA services including VA benefits, as well as community-based social services, and non-VA programs. The incumbent will maintain a knowledge base of current theory and treatment modalities relevant to IPV. The incumbent will collaborate with departments, programs, and clinics throughout the healthcare system which encounter and/or serve Veterans who may experience and/or use intimate partner violence. Identified areas include, but are not limited to, Patient Aligned Care Teams, Mental Health, Emergency Medicine, Geriatrics, and Women's Health Clinic. The incumbent will develop a library of IPV assistance information material for distribution throughout various inpatient, outpatient, and residential settings. Educational material must be specific to the age group served in the clinic, i.e. Alzheimer's disease and Parkinson disease, geriatrics, emergency medicine, women's health, PTSD, polytrauma, mental health, substance use, homelessness, TBI, post-deployment, and caregiver support. The incumbent serves as a liaison between the VA and community agencies. The incumbent participates in DV/IPV assistance activities in the local community and state to promote and recognize the role of individuals who use and/or experience IPV; participates on state and local DV/IPV assistance committees; invites state and community DV/IPV related agencies to participate on the local VA IPVAP advisory groups; establishes and maintains access to electronic social networks such as Facebook, Twitter, secure email and YouTube in accordance with VA policy; develops and fosters relationships with community partners to assist with system navigation, maintain collaboration and coordinate services; provides outreach presentations to community social service agencies, military Guard and Reserve units, Veteran Service organizations, and other groups on VA IPV assistance programs and services; and maintains basic knowledge of local VA medical center programs, community services, and VA Central Office IPV Assistance initiatives. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Program coordinators at the GS-12 grade level are administratively responsible for a clinical program providing treatment to Veterans in a major specialty area, such as but not limited to:
Spinal Cord Injury, Homeless Continuum Veteran Program, Hospice and Palliative Care Program, Suicide Prevention Program, Veterans Justice Outreach, Caregiver Support Program and Community Nursing Home Program. The program coordinator may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area. The program coordinator oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. They may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. The program coordinator provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. They may be responsible for, or contribute to, the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. The program coordinator is administratively responsible for the clinical programming and prepares reports and statistics for facility, VISN, and national use. They provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct a variety of program or service audits and complete designated clinical practice audits and reports, including productivity assessments. They oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement and evaluating efficacy of improvement efforts.
