Program Support Assistant (Trainer)

Responsible for coordinating the respective managers/supervisors training programs as they relate to the staff meeting the CAVHCS mandatory training requirements. As an instructor this person will occasionally rotate their tour of duty to accommodate meeting the needs of the service. The incumbent is also required to have first-hand knowledge of laundry and sanitation operations. Incumbent must demonstrate skills as they relate to presentation of course and training materials to other managers, supervisors and employees as they relate to their prospective positions. Duties include but are not limited to:
Meet the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provide the customer with consistent information according to established policies and procedures. Handles conflicts and problems in dealing with the customer constructively and appropriately. Perform work in the development of courses for training programs. Make recommendations for changes which involve substantive rather than procedural matters. Obtains and adapts current instructional material. Teach Environmental Services from the Standards of Operational Procedures Manual. The Program Support Assistant will be training the Housekeeping Aid foreman's, Housekeeping Aid Supervisors, Housekeeping Aid Leads, and the Housekeeping Aids. Perform work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of Environmental Management Service. Assemble and summarizes training, supply and Equipment Inventory Listing (EIL) data, background information and other materials from publications and other sources. Develop plans for the effective monitoring of equipment and supplies for achieving and maintaining total quality processing and customer service from all Environmental Management programs. Responsible for providing and maintaining adequate stocks of sanitation supplies and related items for the effective execution of the sanitation, equipment maintenance and/or repair and supply programs of Environmental Management. Quality assurance checks on all equipment purchased by Environmental Management to ensure all purchases are without defects or conforms to governmental regulations and standards. Identify defective or equipment performing unsatisfactorily or presenting a safety hazard and schedule repairs or initiate disposal action if repairs cannot be cost effectively completed. Quality assurance activities on equipment and related items used in sanitation operations by Environmental Management to support a variety of programs. Perform a basis analysis of the data and generates a variety of reports to include responsibility for the inventory and reconciliation of the Environmental Management EIL. Coordinate incoming data from a variety of sources. Review documents, reports, and applications for omission and inconsistencies and ensure data is complete and accurate. Maintain automated inventory system of program-specific data to track suspense's on items such as training milestones, ElL progress reports, supply finding accomplishments, compliance strategies, etc. Perform work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of Environmental Management Service. Incumbent will serve as the alternate purchase card holder. Maintains individual and personal accountability for the use of purchase cards issued. Responsible for attending appropriate acquisition training and acceptance of the duties involved with using purchase cards. Responsible for complying with acquisition regulations, VA, Federal and local training, to include 8A, small business, Javis-Wagner-O 'Day Act and mandatory source acquisitions. Responsible for reconciling purchase card charges on the electronic statements and in VISTA. Routinely makes individual purchases not exceeding the set threshold for purchases Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Recommends new programs and enhancements of existing programs, including writing necessary program proposals for funding, personnel, equipment, and physical facilities. Serves as the initial point of contact for inquiries into Employee Training Support from trainees and learning institutions. Advising and conferring with healthcare system officials and providing information, resources, and expertise as needed to create an effective and efficient operation. Physical Requirements:
Work is principally sedentary, but due to the physical separation of Employee Training Support Section and other ESS offices, some walking is needed. Basic room set up, such as moving tables and/or chairs on wheels may rarely be requested with educational programs sponsored by the service. Work is typically performed in an adequately lighted and climate-controlled office. The job may require occasional travel. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
