Supervisory Medical Administration Specialist

The Supervisory Medical Administration Specialist is integral to the successful operation of the Patient Access and Scheduling Section of HAS and Medical Center. Clinic management and staff depend heavily on their abilities and knowledge to provide avenues for enhancing the outpatient packages, implementing changes to the programs, and making viable recommendations to Medical Center Management. Additional Duties include, but not limited to the following:
Develops performance standards, describes position descriptions, completes annual performance appraisals, disciplines/rewards employees, interviews and hires new employees, plans, assigns, instructs and evaluates employee's work and implements ideas for improved processes and quality of work. Provides a high level of administrative support to Health Administration Services. Responsible for organizing, planning, directing, and controlling all programs aligned under Patient Access and Scheduling Section Formulates plans, evaluating and coordinate the day-to-day administrative management and scheduling activities within the section Responsible for an active ongoing professional comprehensive training and orientation program with up-to-date training guides and references Design mechanisms for successful data capture relating to appointment management, consults, insurance capture, eligibility and beneficiary travel Instrumental in the development, implementation, and evolvement of new and/or improved processes of the section Manages staff schedules and resource pools to ensure coverage within service at critical access point and all areas of responsibility Collaborates with service chiefs in formulating plans, policies, and procedures that minimize impact to external and internal stakeholders Develops programs for internal audits, systemic reviews, vulnerability assessment programs, etc. which may involve single element and/or multiple functions. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Management improvement, productivity improvement, management controls, and short and long-range planning to provide effective and efficient delivery of healthcare to patients seen at this medical center; Supervise administrative office staff, management analyst, and program support assistant; Develops programs to ensure that quality provisions are planned, developed and implemented; Develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problems; Consult with technical experts to develop meaningful and effective quality program objectives; Investigates and analyzes adverse quality trends or conditions and initiates corrective action; Provides supervision of Title 5 employees assigned to the Patient Access and Scheduling Section which is comprised of three main sections Medical Center, CBOC and Ancillary Access and Scheduling functions. Physical Requirements:
The majority of work is performed in an office setting with adequate light, heat, and ventilation. Work is mostly sedentary; but requires some bending, walking, standing, lifting, and carrying of light items, such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis.
