Central Alabama Veteran Health Care System (CAVHCS) is a consolidated health care system that includes VA Medical Centers in Montgomery and Tuskegee Alabama as well as Community Based Outpatient Clinics (CBOC) in Dothan Alabama, Monroeville Alabama, Ft. Rucker Alabama, Montgomery Alabama and Columbus Georgia. The Primary Duty Station for this position is the Tuskegee Campus. The incumbent may be required to work on site at the other locations Duties include:
Administrative oversight of Environmental Management budget requests and distribution, fund control point oversight and analyzing data and providing reports as needed. Identifies, analyzes and researches problems issues or program requirements for the Service. Acts as a liaison for Facilities Management Service and the Environmental Management Section. Handles the communication with persons and/or groups within the section and outside the organization or office. Maintains liaison and communications with persons and groups from both within and outside the organization, speaking for the Assistant Chief of Environmental Management Sections on administrative issues. Researches and/or analyzes problems, issues, or program requirements for Facilities Management within the Environmental Management section. Researches and/or analyzes stable or simple administrative issues. Determines pertinent issues and collects relevant Information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals to the Chief, Facilities Management and the Assistant Chief of EMS. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Manage and coordinate all administrative aspects of a Service/Department. Gather data analyzes budget needs for a service. Plan and maintain a system of internal controls which assures that the fiscal management is maintained in accordance with accepted accounting practices, participate in the manpower utilization program assuring recruitment and retention within the approved ceilings. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience at the GS-09 grade level and education beyond (2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Ph.D. or equivalent doctoral degree. You will be rated on the following Competencies for this position:

This work is primarily sedentary with some walking, standing, bending and carrying of light office items is required. Work is performed in an office setting which is adequately lighted, heated and ventilated. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
